Repealing the Procedure for the Emergency Utilization of Food Consumables | Draft

On Friday, the 19th of May 2017, the the draft of the order for repealing Order no. 2389/2010 of the Minister of Public Finances for the approval of the procedure for the emergency utilisation of food and raw materials necessary for the preparation of these goods, with a high degree of perish-ability or which in the course of time lose weight or value, including animals, birds, plants or degradable goods, in case of applying the precautionary and / or enforceable measures provided by the Government Ordinance no. 92/2003 on the Fiscal Procedure Code was launched into public debate.

Changes in the Strategy for Civil services development 2016-2020 | Draft

On Friday, the 19th of May 2017, the Ministry of Regional Development, Public Administration and European Funds launched into public debate the draft of the Government Decision on amending Annex no. 2 of the Government Decision no. 525/2016 for the approval of the Strategy for Civil services development 2016-2020 and for the amendment of the Annex no. 4 to the Government Decision no. 650/2016 for the approval of the Vocational Training Strategy for Public Administration 2016-2020.

European Commision. Recommendation for Romania

On Monday, the 22nd of May 2017, the European Commission released the specific recommendations for Romania,  for the next 12-18 months.As far as Romania is concerned, the Commission warned, with respect to a significant deviation from the adjustment path in 2016, to reach the medium-term budgetary objective and recommended that the Council urge the Romanian state to take the necessary steps in 2017.

 

European Commision. The European investigation order entered into force

On Monday, the 22nd of May 2017, the European Investigation Order came into force, aiming to simplify the work of the judicial authorities when they request evidence from other Member States of the European Union, according to a press release issued by the European Commission.The European investigation order is based on mutual recognition. In this context, each EU country is obliged to recognise and execute requests addressed to it by other countries, treating them in the same way as those of their own authorities.

 

Granting national importance status to the project “Development of the capacity of the National Transport System in order to ensure the natural gas flow between Romania – Republic of Moldova” | Draft

As of Tuesday, the 23rd of May 2017, the Ministry of Economy launched into public debate the decision on declaring the project “Developing the National Transmission System Capacity to Ensure Natural Gas Flows on the Romania-Republic of Moldova” a project of national importance in the field of natural gas.

Competition Council. Request of remarks on the set-up of a new joint venture by the Schlumber and Weatherford groups
According to a press release issued by the Competition Council on the 23rd of May 2017, the authority is reviewing the operation by which the Schlumber and Weatherford groups jointly create two companies which will operate on the US and Canadian land markets.

On Wednesday, the 24th of May 2017, the Ministry of Public Finance launched into public debate the Draft of the Emergency Ordinance for amending and completing Law no. 207/2015 on the Fiscal Procedure Code.

Amending the Fiscal Procedure Code to transpose European legislation ref. Reporting by multinationals in their state of residence

On Wednesday, the 24th of May 2017, the Ministry of Public Finance launched into public debate the modality in which it is recommended to transpose into national law the mandatory automatic exchange of information from reports that multinational enterprise groups have to submit to the parent company’s Member State, as required by Directive (EU) 2016/881 amending Directive 2011/16 / EU, through a draft amendment to the Fiscal Procedure Code, according to a press release issued by the Ministry.
The draft details the conditions to be met by a tax resident entity in Romania to become rapporteur, the deadline for submitting the report and the deadline for the exchange of information between Member States.
