Measures against undeclared work. On Monday, the 4th of October 2021, the Romanian Government adopted an Emergency Government Ordinance amending and supplementing Law no. 53/2001 – Labour Code, regarding undeclared work. Undeclared work shall be punished under the new provisions, while its definition shall be redefined. Moreover, the act of declaring a lower net salary will be regulated as a contravention. [source]
Minimum-wage raised by Government. On Monday, the 4th of October 2021, the Romanian Government adopted a decision setting the national minimum wage from 2.300 RON to 2.550 RON/month before tax, effective January 1st 2022. [source]
Technical unemployment reintroduced to employees affected by the COVID-19 pandemic. On Monday, the 4th of October 2021, Emergency Ordinance no. 111/2021 establishing certain social security measures for employees and other categories of professionals in the context of interdictions, suspension, or limits on economic activities determined by the epidemic caused by the SARS-CoV-2 coronavirus was published in the Official Journal of Romania, Part I, no. 945. New rules for electric scooter users. On the 4th of October 2021, the Romanian Government adopted a decision amending and supplementing the Regulations applying EGO no. 195/2002 regarding traffic on public roads, approved through Government Decision no. 1391/2006. Thus:
– traffic is permitted only on bike lanes when they exist, traffic on sidewalks being forbidden;
– users must carry identification on them;
– users are forbidden to use e-scooters under the influence of alcohol or psychoactive substances;
– users are forbidden to use e-scooters when lanes are covered in glazed frost, ice, or snow;
– changing course shall be done by the users moving around the e-scooters
– the e-scooters must be equipped with an adequate, functioning navigation system, respectively an effective braking device and equipped with audio alert systems at night time or, when visibility is reduced, with lights or, at the minimum, fluorescent-reflective devices;
– e-scooters must be equipped with fluorescent-reflective devices or elements, attached to the wheels, which, while in movement, form a continuous circle. [source]
EGO on SME programme amended. On Tuesday, the 5th of October 2021, the Ministry of Finances set for public debate a draft Emergency Government Ordinance (EGO) amending EGO no. 146/2020 regarding the SME FACTOR programme . [source]
EGO on electronic invoice published in the Official Journal. On Thursday, the 7th of October 2021, EGO no. 120/2021 regarding the management, functioning, and enforcement of the national system on electronic invoices and RO e-factura, also supplementing EGO no. 78/200 regarding the identity card for vehicles and vehicle and car authenticity certification, was published in the Official Journal of Romania, Part I, no. 960. The national system on electronic invoices shall become operation within 30 days from the EGO’s entering into force. [source]
