New EU regulations regarding toxic residues
On Monday, October 25, 2021, the Commission Regulation (EU) 2021/1864 of 22 October 2021 was published in the Official Journal of the European Union. This Regulation has the purpose of amending Annexes II, III and V to Regulation (EC) No 396/2005 of the European Parliament and of the Council as regards maximum residue levels of certain substances in or on certain products.
The substances in question are amisulbrom, flubendiamide, meptyldinocap, metaflumizone and propineb and they can be found in or on products such as wine grapes, table grapes, raspberries, strawberries, tomatoes, peppers, bell peppers, gherkins, cauliflowers, cabbages, rice, coffee and many others.
On Tuesday, October 26, 2021, the Ministry of Justice has announced the onset of the selection procedure for a liaison magistrate in Spain. The magistrate in question will contribute and facilitate the judicial cooperation between the two states’ authorities.
The 8th annual edition of the Foreign Investors Summit has taken place on October 27-28. This year’s edition has been organized as a hybrid event, with discussions held both in-person, at the Marmorosch Bucharest Hotel, Autograph Collection, and online, on BR’s YouTube channel and Facebook page.

New Romanian judge appointed to the EU Court of Justice
On Wednesday, October 27, 2021, Ion Gâlea was appointed the new Romanian judge at the General Court of the Court of Justice of the European Union, following the resignation of Octavia Spineanu-Matei.
European Commission endorses Romania’s recovery and resilience plan
On Wednesday, October 27, 2021, the European Commission adopted a positive assessment of Romania’s recovery and resilience plan, a crucial step towards enabling Romania to access €14.2 billion in grants and €14.9 billion in loans under RRF, meant to empower Romania on its path to post-COVID-19 economic emergence.
The RRF, the recovery and Resilience Facility, will provide up to €800 billion to support investments, reforms and economic recovery across the EU. The Romanian plan aims to inscribe itself in the unprecedented and coordinated EU response to the COVID-19 crisis, as well as the community efforts of supporting sustainability and implementing digitalization.
The Commission assessed Romania’s plan based on the criteria set out in the RRF Regulation. The Commission’s analysis considered, in particular, whether the investments and reforms contained in Romania’s plan support the green and digital transitions; contribute to effectively addressing challenges identified in the European Semester; and strengthen its growth potential, job creation and economic and social resilience in the context of the pandemic.
After the Commission’s positive assessment, the approval of the Council is necessary, and is due, as a rule, in four weeks from now. The Council’s approval of the plan would allow for the disbursement of €3.8 billion to Romania in pre-financing. The Commission will authorize further disbursements based on the satisfactory fulfilment of the milestones and targets outlined in the recovery and resilience plan, reflecting progress on the implementation of the investments and reforms.
European Commission takes action on cybersecurity of wireless devices
On Friday, October 29, 2021, the European Commission has taken action to improve the cybersecurity of wireless devices available on the European Market.
The Commission adopted a Delegated Act of the Radio Equipment Directive for certain categories of radio equipment to increase the level of cybersecurity, personal data protection and privacy, with the purpose of ensuring that all such devices that are commercialized within the EU pose no threats to the privacy and personal data of their users. Likewise, this directive aims to protect EU citizens of fraud and to reinforce and increase the resilience of our communications networks.
Romania publishes COVID-19 travel lists
In the Official Journal of Romania, Part I no. 1037 of October 29, 2021, Government Resolution no. 95/2021 regarding the approval of the List of classification of the countries/territories according to their cumulated incidence rates was published.
This list comes into force on Sunday, October 31, 2021.
