List of notary offices providing free counselling to refugees from Ukraine On Thursday, the 3rd March 2022, the National Union of Public Notaries of Romania reported that 52 notary offices in 24 localities in the country had announced, from the early days of the Russian-Ukrainian conflict, willingness to give free advice to those who flee from the war. Young people from Ukraine can enroll at Romanian faculties even without papers of study Young people from Ukraine can register as students for bachelor, master or doctorate programs at Romanian faculties. If the student or doctoral student cannot prove the studies completed by documents issued by the higher education institution he has previously attended in Ukraine, the Romanian higher education institution shall assess, on the basis of its own criteria and in accordance with good international practice, the learning outcomes, skills and abilities and decide on the recognition and award of transferable study credits. In the academic years 2021-2022 and 2022-2023, students, citizens of Ukraine, can benefit from funding from the state budget or other sources, from the Ministry of Education and higher education institutions, respectively. OUG for the implementation of the European Aid Fund for disadvantaged people | Draft On Thursday, the 3rd of March 2022, the Ministry of Investment and European Funds launched a public debate on the draft Emergency Ordinance on measures needed to implement the European Aid Fund to the most deprived, to support the most disadvantaged categories of mother-newborn couples receiving material support based on electronic social tickets for newborns from non-reimbursable external funds, some measures for their distribution, as well as the legal framework for the eligibility of expenditure incurred by beneficiaries.[source]

Romania is joining the process of activating the OSCE Moscow Mechanism on the aggression of the Russian Federation in Ukraine Friday, the 4th of March 2022, The Ministry of Foreign Affairs announced that Romania has joined a group of 44 OSCE participating states to activate the OSCE Mechanism in Moscow to assess the impact on human rights and the humanitarian situation caused by the Russian Federation’s aggression on Ukraine. The invoking this mechanism facilitates the deployment of a mission of field experts to gather data for gathering evidence of possible war crimes, crimes against humanity and violations of International Law, International Humanitarian Law and OSCE commitments on the territory of Ukraine.
