D&B David și Baias, connected law firm of PwC in Romania, announces four promotions within the team as of 1 September. Georgiana Bălan, coordinator of the Real Estate practice, will become Counsel. Also, Ana-Maria Vasile, specialized in tax and administrative litigation, Mihaela Ragea, from the tax and administrative litigation department, and Amanda Dăncescu, member of the pharma & healthcare team, will become Managing Associates.

Georgiana Bălan has a legal and economic background, graduating from both the Faculty of Law – University of Bucharest, and the Academy of Economic Studies. She also holds a master’s degree in business law and a postgraduate degree in private law. She specializes in real estate, construction, corporate and commercial law, as well as contracts and coordinates the Real Estate team at D&B David și Baias.

Georgiana has over 15 years of experience, coordinating a wide variety of transactions, acquisitions and restructuring projects. She has assisted clients with the drafting and negotiation of transaction documents and has coordinated a large number of buy-side and sell-side due diligence processes, mainly focused on real estate. She has assisted clients throughout the entire asset acquisition process, from the construction phase and the opening of a business. She has acquired extensive expertise in structuring transactions, being involved in various distressed asset acquisitions and other insolvency-related transactions. Her client portfolio consists of important players on the Romanian market and international companies active in the real estate, construction, agribusiness, electronics, automotive and retail fields.

Ana-Maria Vasile holds a master’s degrees in Tax Law from the University of Bucharest and legal and economic qualifications from the Romanian American University and the Academy of Economic Studies, Bucharest. A Bucharest Bar Association member since 2011, she joined D&B Davis & Baias’s litigation team in 2017, focusing on tax, administrative, public procurement, insolvency, civil, and commercial law.

Ana has extensive activity in tax and administrative litigation, dealing with a whole range of tax and administrative matters and successfully representing major companies in the automotive, retail and energy sectors, among others, both before the Romanian authorities and before the Romanian courts. Her practice mainly covers tax litigation and advice on corporate tax, transfer pricing, VAT, income tax, social contributions and specific taxes for the energy sector.

Mihaela Ragea earned her law degree and a master’s in Criminal Law from Alexandru Ioan Cuza University of Iași. A Bucharest Bar Association member since 2013, she joined D&B in May 2021, focusing on administrative and tax litigation, tax advice, and dispute resolution.

Mihaela has represented a number of significant companies in various industries, including pharmaceuticals, retail, and oil drilling and extraction. Her expertise consists of providing legal advice and managing disputes aimed at challenging and annulling administrative and tax acts that have illegally imposed additional budgetary obligations on taxpayers by the tax authorities. She has successfully handled a wide range of complex legal matters, including litigation involving tax inspections, reclassification of financial transactions, and challenging decisions issued by the Competition Council and the National Authority for Consumer Protection. She has provided legal assistance for cases that have reached the European Court of Justice and has represented major players in the retail industry, among others, in high-stakes tax and regulatory litigation.

Amanda Dăncescu is a graduate of the Faculty of Law and holds a master’s degree in Tax Law from the University of Bucharest. She has been a member of the Bucharest Bar Association since November 2013.

Amanda worked in the pharmaceutical industry, within a multinational company producing innovative medicines, where she consolidated her extensive expertise in the field of pharmaceutical regulations and specialty compliance. Previously, she was part of the tax and administrative litigation team of D&B David și Baias where she successfully assisted clients in the Pharma & Healthcare industry in managing complex cases involving tax, administrative and commercial law.
